EU Framework Programmes for Research and Innovation

The EU Framework Programmes are funding structures created by the European Union/European Commission to support and foster research in the European Research Area.

From 2014 to 2020, the EU Framework Programme for Research and Innovation has been Horizon 2020, which counted with a total budget of 72.000 M€ . This program funds research and innovation in different knowledge areas of the EU. The next Programme is Horizon Europe (2021-2027) and plans so far indicate that it will count with a budget of 100.000 M€.

Below are some of the most relevant opportunities for entities in the agri-food sector and the bioeconomy:

Programmes within H2020 and Horizon Europe


Research & Innovation Action (RIA)
  • 3 or more participants from 3 different MS or AC
  • Development of a new knowledge or technology.
  • TRL: from 3-4 → to 6.
  • Funding: 100%
Innovation Action (IA)
  • 3 or more participants from 3 different MS or AC.
  • Closer-to-the-market activities.
  • TRL: From 5-6 → to 8
  • Funding: Non-profit (100 %),SME & Large company (70 %)
Coordination and Support Actions (CSA)
  • One participant or more
  • Coordination and networking of research and innovation projects
  • Funding: 100%

In a few words, main characteristics:
  1. Priority: industrial leadership
  2. For-profit SMEs (1 or small consortia), 70% grant.
  3. Carry out an innovative product or service to the market.
  4. IMPORTANT CHANGES: EIC Accelerator=Previous SME Instrument Phase 2.

  • Consortium: 3-5 partners (2-3 industry)
  • Max. EC contribution per project: 3M euros.

Programmes beyond H2020 and Horizon Europe


The Program is similar to the collaborative projects withing H2020 and Horizon Eurpe. Calls published yearly, deadline in September.

  • Three types of actions: CSA, RIA, IAs
  • Follows the same H2020 rules.
  • EXCEPT: the large industry is not eligible for funding in RIAs and CSAs and BBI JU has specific evaluation sub-criteria.

European Maritime and Fisheries Fund

Companies with projects related to making fisheries and aquaculture sectors more sustainable, conservation of the marine environment or supporting growth and jobs in coastal communities.
